The forex (foreign exchange) market trades 24 hours a day and rates update constantly.
I would recommend starting out with a demo practice account to learn how forex trading works. Nearly every forex broker offers a demo accounts for you to practice, and most demonstration accounts receive live market rates to make your practice trading as realistic as possible. As an example, FXCM has a demo account available http://www.fxcm.com/.
Rate alerts are available from http://www.DailyFX.com sent to your mobile phone as a text. Registration to setup an alert account is free. http://www.dailyfx.com/calendar/mobile_alerts/
